Per Navy officials, the threat at the shipyard was written on the wall of a work trailer bathroom. Telephonic threats were also received at Naval Station Norfolk and Joint Expeditionary Base Little Creek.

In most cases threats against public facilities are found to come from pranksters or individuals with some perceived grievance against the targeted institution. However, even when no bombs are involved, these threats have serious consequences. The required security sweeps can interrupt normal operations for many hours and consume the time and resources of security personnel.
